Physical Therapist Surrenders License
While Facing Charges Over False Insurance Claims

SACRAMENTO — The Physical Therapy Board of California has accepted the stipulated surrender of a San Francisco man's Physical Therapy license after he allegedly filed false health insurance claims. A criminal complaint on the allegedly false claims is still pending in San Francisco Superior Court.

Facing a formal Accusation of wrongdoing by the Board, Jack Low agreed the charges could lead to discipline if proven at a hearing. The Accusation against Low alleged that he submitted false claims for physical therapy services supposedly provided to a postal employee in his Oakland office. The Accusation includes allegations that Low billed for physical therapy services to this patient, after the patient had died.

"This is an example of how the California Physical Therapy Board is helping to cut fraud in government spending," said Board Executive Officer, Steven Hartzell. "False insurance claims cost everyone."

The surrender decision was effective Jan. 15, 2004. Low is also required to reimburse the Physical Therapy Board in the amount of $6,500 for the cost of investigating and prosecuting his case. Low has held a California Physical Therapy license since 1969.

The Physical Therapy Board of California is part of the California Department of Consumer Affairs. The Board licenses about 18,000 physical therapists in the state.
