California State Athletic Commission to Sunset at Midnight
New Athletic Commission Program will report to DCA Director Charlene Zettel

SACRAMENTO — The California State Athletic Commission (CSAC) will become the Athletic Commission Program (ACP) effective midnight tonight, with its functions and duties transferred to the California Department of Consumer Affairs (DCA).
The Commission itself will be disbanded, and its current Executive Officer, Armando Garcia, will become the Chief of the new ACP. He will report to DCA Director Charlene Zettel. The current staff of CSAC will work for the new program.
The Legislature's Joint Committee on Boards, Commissions and Consumer Protection recommended last year that the Commission should be allowed to sunset.
"Working with Armando, I intend to ensure that the Athletic Commission Program has the transparency and accountability that are the hallmarks of good government and good governance," said DCA Director Charlene Zettel.
"This is an opportunity to strengthen our licensing and regulatory functions,"said ACP Chief Armando Garcia. "We have some issues identified by the Joint Committee that must be addressed, and this change will allow us to do that."
Among those issues are the need to modernize accounting practices and the need to ensure full staffing levels.
In addition, DCA is recruiting members for an advisory committee for the new ACP, which will make policy recommendations to the Director on licensing and regulatory issues. Its meetings will be noticed and open to the public, and will include public participation. The advisory committee will hold its first meeting August 7, 2006.
