Welcome to the Telephone Medical Advice Services Bureau

Assembly Bill 285 (Corbett, Chapter 535, Statutes of 1999) established the Telephone Medical Advice Services Bureau (Bureau).  The Bureau was responsible for registering all businesses that employ, contract, or subcontract with the full-time equivalent of five or more persons functioning as health care professionals and that engage in the business of providing telephone medical advice services to a patient at a California address.  The Bureau oversaw 68 registrants with more than half located outside of California.  These registrants utilize over 5,400 health care practitioners to provide medical advice.

However, as of January 1, 2017, the Bureau no longer exists.  Senate Bill 1039 (Hill, Chapter 799, Statutes of 2016) repealed language establishing the Bureau.  Businesses providing telephone medical advice will no longer be required to register, or re-register, with the Bureau.

While businesses engaging in telephone medical advice will no longer be obligated to seek registration, compliance requirements in Business and Professions Code section 4999.2 remain in effect, and only those appropriate licensed individuals (e.g., physicians, nurses, marriage and family therapists, chiropractors) may provide services defined by section 4999 as telephone medical advice.  Further, the various health care licensing boards remain authorized to take action against any violations of the remaining provisions of law related to telephone medical advice, including unlicensed activity.

Business and Professions Code section 4999.1(f) states that the department shall be notified within 30 days of any change of name, physical location, mailing address, or telephone number of any business, owner, partner, corporate officer, or agent for service of process in California, together with copies of all resolutions or other written communications that substantiate these changes.

Although the Bureau has been dissolved, Sherrie Moffet-Bell, Bureau Chief, continues to oversee the Arbitration Certification Program (ACP) and Kim Duran has relocated to the ACP, filling a vacancy created by a retirement.
