CBA Expert Consultant Program

Giving Back to the CPA Profession

The California Board of Accountancy (CBA) is seeking qualified California-licensed CPAs to serve as expert consultants with the CBA's Enforcement Division.

Expert Consultants play a critical role in carrying out the CBA's mission "to protect consumers by ensuring only qualified licensees practice public accountancy in accordance with established professional standards."

As an Expert Consultant, you would work collaboratively with the Enforcement Division to provide reviews of cases, offer opinions, conduct technical investigations involving complex subject matter (such as tax, audit, trust, and peer review) and allegations of violations of professional standards related to the practice of public accounting. Experts also provide testimony in administrative hearings regarding cases.

CPAs interested in becoming an Expert Consultant must:
  • Have a valid and active CPA license issued by the CBA.
  • Submit a current, dated resume that documents training, education, relevant experience, practice areas of expertise, and current work setting.
  • No prior or pending disciplinary or enforcement actions taken by the CBA, including citations.
  • Agree to the CBA’s hourly compensation rates.
  • Must be willing and available to testify at administrative hearings.
  • Understand the laws and regulations and professional standards related to the practice of public accountancy.
  • Must be able to write complete and concise reports.
  • Forensic accounting experience is preferred but not required.
  • Not be a current CBA advisory committee member.

Role of an Expert Consultant:
  • Reviews facts independently and impartially.
  • Provides expertise and testimony regarding complaints about the practice of public accountancy.
  • Establishes whether a departure from professional standards occurred.
  • Assists investigators, Deputy Attorneys Generals (DAG), and Administrative Law Judges (ALJ) in understanding the accounting aspects of a case.
  • Simplifies complex issues and clearly articulates findings and the basis for opinions to lay persons throughout the disciplinary process.
  • Complies with CBA requirements and expectations when performing reviews or evaluations.
  • Able to complete and submit a written opinion within 30 days of receipt of case materials.

  • Understand the professional standards in the practice of public accountancy.
  • Communicate effectively, both when testifying and in writing reports.

  • Understand technical audit, accounting, and professional practice issues and integrate findings into comprehensive reports.
  • Prepare clear, complete, and concise reports.
  • Maintain the privacy and confidentiality of sensitive information.
